Butterfly backflow on slow second tube

Had a 6:10 a.m. fasting draw with a 23G butterfly; first SST filled fine, but the lavender kept creeping blood back into the tubing until I dropped the arm below heart level. Is that just a vein collapse + vacuum combo, or am I missing a small step to prevent it (angle, order, different gauge)?
